Message :ignition relay and ECCS relay switching? Check the relay and see if 12volts is being switched...If not let me know and I'll tell you what to do next....also does the center wire on the coil packs have battery voltage?

ok i have checked all the fuses every where in the car all good but one and im not putting a fuse back into it since i talked to the owner of the car. it is the 3 rd fuse on the top row (idiot lost the cover so i dont know what it went to) he said he put a 15A fuse in it and the cover melted off the fuse but it didnt blow and smoke started coming out of the dash. this could possibly be my problem but hey. ok now for the checks you listed no power to the coils period. the ign and ecs relays under the hood have power going in but not on the other side of the relay. (pins 3-5) the otehr 2 smaller wires going into the relay only have .16v each pin 3 has batt voltage (these are the pin numbers on the relay they are green) i did notice while turning the key on the red light in the ecu comes on dimly for a brief second then dark. (batt is fully charged and when it gets to 11.8V i hook up a charger to it @ 2A to make sure i am keeping good voltage) any other suggestions? im new to the z32 but have built several z31s and thanks for the help so far
